S & D-i-l live in a village near Kidderminster and the village has no street lights at all.

Wouldn't have thought so Vic, not unless they're literally in the middle of nowhere.

We have street lights here, but only every other one is lit   and looking at some of the houses we have, sometimes literally in the middle of field, the tracks/lanes up to the houses don't have lights at all.

Victor - We used to live in Kidderminster - I was born and bred there, so I am familiar with
all the nearby villages - and I don't think many of them (if any) had street lighting.
