Because before it got this hot - and it is, believe me - we'd had nothing but rain for about 7 months.
And last year we had about a month that was nice, in between 11 months of rain ;)

after all the rain fall that we had earlier this year they dare not impose a hosepipe ban

But in all seriousness Victor; I either heard or read somewhere (but don't know how accurate it is) that because of the huge amounts of rain nearly all of the UK had at the beginning of the year that all reservoirs are full; the water table is as high as can be and that if people are sensible and don't go totally overboard with their water usage that we shouldn't need a hosepipe ban for either this summer or next if it's another warm one.

As for the tracks melting - we thankfully haven't had that excuse yet this year, but I suspect the trains may be struggling with the heat because at the moment South West Trainis has countless trains out of service due to train faults  - always resulting in either a shorter train or even worse no train

Also, we've only so far had a couple of weeks (? maybe 3) of this weather - in 1976 it was from March till September with not a drop of rain.
There have been torrential downpours over the past week or so, with isolated big floods too, so the reservoirs have been topped up.
