Hope it can be sorted Kate.

I think it was John's last car, his Volvo, that had a little clip on the plastic surrounding the windscreen which held a parking ticket in place if it wasn't sticky. It was such a simple yet effective idea.

Kate,
There is a web site which gives information on how to challenge parking fines. Just type in Parking Fines in your web browser.
Was your car parked on council owned land and operated by the council? If not it is a civil matter and the fine cannot be enforced.
Ask for a copy of the printed regulations covering the parking at the car park. Find the section dealing with the display of the ticket. Does it clearly say the ticket must be shown on the windscreen. The exact wording is important.
Could you see the ticket on the floor when you returned to your car before you opened the door?

We have plastic pouches that our car registration sits in. They would be perfect for holding parking tickets in. They will stick to your window for years and years. I can send some over if anyone wants. I presume they won't be too hard to get hold of here

Sounds marvellous, this was the first time I ever landed a parking ticket, no news from them yesterday as to whether my plea saved me!!
