Meds, if the tax-free rate had not been frozen all workers paying tax would now be getting about £40 per week more and, as you say, it would be fair to all. Unfortunately, no chancellor is going to raise the rate to the level it should be any time soon. it would be too big a leap in a short time. Even so some incremental increases slightly above inflation would not go amiss. It would also be simple to do with no need for different tax cuts at different levels.
