It is also because we have a rapidly ageing population and NI for your pensions is a ponzi scheme with an ageing population. Not enough going into the fund to pay out the pensions.
So whilst it is politically expedient with the pressure groups and whilst industries don't want to train our workforce and whilst our unemployable keep getting larger, the goal is to keep a rolling store of non UK citizen workers who will keep funding the social pact.
The problem is way too many stay and then make the problem worse in 30 or 40 years time.
