Click on their name so you are on their timeline - those boxes near the bottom of their cover photo that say Friends, Follow, Message etc have one next to them with three dots on. Click on that and the Block option is there

You can unblock at a later date if you want to.

A list of people that you have blocked appears below the box where you type the persons name and you just click on that to unblock them. I think that once you have unblocked them you cant block them again for about 48 hours. (I know because S is forever blocking and unblocking people!!).
