I don't think that people can really be blamed for this one, it is mid March after all. The weather forecasts over the weekend were not exactly detailed, meaning that many people would have already been at work when the snow started. Even then (Monday) the Met warnings were for snow "in parts of", and it's not their fault that they didn't know which mile of which road was affected. Even local radio is only up-to-date after an event, it is not 'real-time', and sometimes a small incident can cause much bigger problems in just a few minutes.
I am just glad that everyone appears to be OK.
