That plan won't work because it is not feasible.

Syria and Iraq are about the same size of France and the Benelux countries. They also have porous borders with other Sunni ruled states: Turkey, Jordan, Saudi Arabia and Kuwait. ISIS savages are not 'in control' of northern Iraq and western Syria. They have villages and towns and corridors between and, yes, Mosul, but that does not equate to what any regular army would identify as control.

The RAF has had a special reconnaissance aircraft in Iraq for week. This flying listening post is capable of picking up mobile and radio signals as well as electronic signatures and 'silent' transmissions with pin-point accuracy. The Americans and French will have similar capabilities.

If the will was there Iraq/Syria skies could be closed to all but military aircraft - as with the old no-fly zone - and ISIS assets and personnel be picked off one by one. They are not going to be in a position to buy spares for the, mainly, American arms they stole from the Iraqis once they have been damaged.
