In the Wakefield MDC area it was 22.9%.

Nearly four in five people didn't bother to vote, and I was one of them.

As with many larger councils only 1/3 of Wakefield wards voted, same as Leeds, so I suppose the location of those wards played a part. Some areas are more politicised than others. It is impossible to tell what the turnout would have been in a full council election or a GE.

That's true.
Better off areas like Horbury, the turnout was 30%.
Poor areas like Hemsworth? 19%.

Poor areas have recognised that for them, voting doesn't matter; because nothing ever gets better.
