Is it any wonder that victims do not complain? The monster should have been put away for life - no remission.

But the thing is, the Parole Board must have assessed his case and decided that he is no longer a danger to women .....

How can they be sure? They should have thrown away the key

Personally, I think that the sentences for most crimes today are far to lenient.
That is why there is so much crime going on.

If prisons were made more undesirable, and not like blinking holiday camps, that would, I'm sure,
reduce the amount of criminal offences, particularly those by re-offenders. Why don't parliament
pass the laws necessary to make prisons a definite real place of punishment?

The decision has been further criticised with the news that the parole board sat in camera and did not inform the victims of its decision. The first they knew of it was when the story broke in the media.

Who appoints these people and what skill set is required to be appointed in the first place? Communication is obviously not one. It all smacks of decisions being taken in secret and for the benefit of the system and not the wider community.

Os, the orginal trial judge didn't have much leeway. John Worboys was only charged with one rape, despite the fact that after he was caught another 75 women came forward saying that they had been victims too.
This responsibility lies squarely with the Crown Prosecution Service and it's director at the time, Keir Starmer. Why wasn't the rapist charged with more? He isn't saying.
The judge tried his best by giving Warboys a minimum 8 year sentence but it was an "indeterminate" sentence, which meant he could have been kept in longer, but the parole board decided otherwise!

The parole board, Chair of which is Nick Hardwick. Last year Mr Hardwick said that prisoners should not have to prove that they are safe before being released. (my bold).

That's what you're up against.
