I now think someone will be charged because public pressure will be too great not to. KCTMO seem to be the leading candidates.

[ cynical mode] At the risk of being deemed churlish, my view is they should scrap the public enquiry entirely.
The residents are coming across as a mob who won't accept the chairman, Moore-Bick, and aided and abetted by Khan, are already detailing the enquiry's remit. Whatever the enquiry finds, it won't be accepted, will be branded as a stitch-up, and we'll be into another fiasco like Hillsborough and the Sexual Abuse tribunal. Keep rolling the dice until the vested interests get the answer they want.
Why bother? Pull the plug now. [/cynical mode]

The cynic in me agrees with Ossie, the practical side says that one inquiry is not enough.
One inquiry should deal with the facts of the matter regarding the cladding and the events of fire itself. There is a paper trail of details about the resident's concerns about the block in general, about the cladding, who authorised its use, how it performs in a real fire etc. That inquiry should also look at building regs, fire safety checks and so on for the whole country. It should only work with facts and be emotionless.
Another should then look at the fire's aftermath and the performance of those dealing with it. A good look should be taken at how the national government reacted during the time of the fire and in the immediate hours following it. The same should be done for the local council, its senior officers and its agencies, both in the immediate and medium term. The London Assembly and the Mayor should also be looked at. This inquiry will no doubt be filled with opinion, counter opinion and emotion - groupwise and personal - and that is the reason both inquiries should be separate.
