What is a portable phone charger and how is it different from the ones that come with a phone?

Also known as a power bank, Frank.
Both of our lads have them for if they’re travelling, they’re cheap to buy and are a handy little device.

Thanks, Jo, but still no good for calls in a blackout if the mast is also down. And, and, the power cuts will be advertised in advance and only last for three hours. My phone lasts days on standby so i'll just charge it when the power is on then drive miles to a non-blackout area if I want to make a call.... or maybe not. ;)

It has already been reported that sufficient supplies already exist to avoid blackouts. All the UK need do is drop the energy density quantity of the gas by 1% and these supplies can be used.

The EU already has this level and can use the gas.

I read these releases as pressure tactics so that energy providers can change the rules to make it easier to supply when things get tight.

This is something the UK government should be doing anyway. 99% quality of energy is far better than blackout. Rules that exist to ensure quality and fairness in good times are of no use to customers with no heating in the winter.

So long as rule changes are reversed post crisis this should not be an issue.
