Yes, Tom's just waiting for his GCSE results and has to stay in education of some form until he's 17. Not necessarily school, they can go to college, do an apprenticeship or go into fulltime employment as long as there's some kind of part time training or education attached to the job. By the time Joe reaches this stage, he's 13, he and his peers will have to follow this ruling until they're 18.
