I’ve noticed that petrol and diesel prices are creeping up a bit, not by a huge amount - 3p to 5p per litre - but still an increase. That’s around here anyway.

1p to 2p in some places round here, Jo, but that's because the Saudis cut production the other week.

The rise in the wholesale price should not filter through to the refineries and pumps for weeks, yet up go the prices almost instantly.

Fixed or what?

It is like 1% on VAT and an immediate 10% rise on all goods whether they are vat rated or not....

No, it is observed behaviour in the shops. Add 1% to VAT and they stuff you with additional price rises. Just like fuel rising the second crude Oil prices rise and falling only weeks or months after crude prices fall. No matter how much supply they still have in the system, or do not, paid for at a different rate.
