Passport signing

I have looked at the list and it is pretty long, but everyone has conflicting advice.
My niece is just applying for her first passport. She asked my husband to sign it. He is on the list but he doesn't have a passport himself.
They someone said anyone with a degree can sign it. I am sure that is wrong, but they are adamant.
My stepmum said Danny, who is the manager of the housing complex has offered to sign it. He doesn't have a GCSE let alone a Degree I think he might come under the category 'registered manager of company registered for VAT' as I presume East Midlands Housing Association would be registered for VAT.
The biggest problem for B is that she only moved back here in August, she has lived in Wales for 11 years.
